I guess it's not that different from varied rates. We used to be on a rate where you paid N for the first X kW and then N+a bit for the next X kW - but Ovo (our current energy supplier) just do the one rate for all your 'lectric.
The whole peak/off peak thing makes a lot of sense, and in reality, prior to buying the EV this it wouldn't make sense but with the EV it does, and it makes sense to time-shift things that don't need to be done in the day time (like Laundry which can be washed and ready for us to pull out in the morning), and the Dishwasher, that can be set with a timer to run later.
And in reference to fascination, I find the endless variety of the way the world works terribly interesting... :)
